nach der vorherigen Bewertung stattfand. Das allgemeine Muster der Ergebnisse stimmt mit den Erkenntnissen aus fr\u00fcheren Bewertungsrunden \u00fcberein. Ein anhaltender Trend zur Verbesserung der Lese- und Schreibf\u00e4higkeiten in Kisuaheli wurde bei den Kindern in Standard 3 beobachtet, was den in den Standards 1 und 2 erfolgten Lernprozess widerspiegelt. Die Verbesserung bei den Kindern in Standard 7 ist weniger ausgepr\u00e4gt. Die Bestehensquoten f\u00fcr den Rechentest unter Sch\u00fclern der Klasse 7 sind von 88 % im Jahr 2014 auf 80 % im Jahr 2017 gesunken. ist eines der Vorzeigeprogramme von Twaweza (<a href=\"http:\/\/www.twaweza.org\/\" target=\"_new\">www.twaweza.org<\/a>). Es f\u00fchrt die gr\u00f6\u00dften b\u00fcrgerschaftlichen Bewertungen der Lernergebnisse von Kindern in drei L\u00e4ndern Ostafrikas durch: Kenia, Tansania und Uganda. Das Ziel der Uwezo-Lernbewertung ist es, den tats\u00e4chlichen Stand der Lernergebnisse in Alphabetisierung und Mathematik bei Kindern im Alter von 6-16 Jahren in Ostafrika zu \u00fcberwachen und zu etablieren. Tansania geh\u00f6rt zu den afrikanischen L\u00e4ndern, die sich dem Ziel verschrieben haben, eine qualitativ hochwertige Bildung f\u00fcr alle gem\u00e4\u00df den Education For All-Zielen zu erreichen, wobei der Schwerpunkt auf der Verbesserung der Qualit\u00e4t der Bildung und der Gew\u00e4hrleistung von Exzellenz in Alphabetisierung, Mathematik und grundlegenden F\u00e4higkeiten liegt (EFA 1990, UNESCO 2000, UNESCO 2009), was auch im Sustainable Development Goal on Education (SDG4) betont wurde. Die Uwezo-Lernbewertung erm\u00f6glicht es uns allen zu erfahren, ob die Investitionen (Gelder, Arbeitskr\u00e4fte) in die Bereitstellung von qualitativ hochwertigen Bildungsdienstleistungen f\u00fcr Kinder die gew\u00fcnschten Ergebnisse bringen. Durch die Generierung belastbarer Nachweise \u00fcber die Lese- und Mathematikraten bei schulpflichtigen Kindern liefern Uwezo-Bewertungen unsch\u00e4tzbare Daten f\u00fcr die \u00f6ffentliche und politische Diskussion \u00fcber Bildung.<\/p>\n<p>Freiwillige B\u00fcrgerinnen und B\u00fcrger sind das Herzst\u00fcck der Uwezo-Lernbewertungen. B\u00fcrgerinnen und B\u00fcrger werden nicht nur als Konsumenten, sondern auch als Wissensgeneratoren betrachtet. Uwezo beauftragt Partnerorganisationen in den Bezirken, die Bewertungsaktivit\u00e4ten in ausgew\u00e4hlten Bezirken in allen Regionen des Festlands von Tansania zu koordinieren. Im Gegenzug rekrutieren die Partnerorganisationen 60 Freiwillige pro Bezirk, um Daten aus 30 D\u00f6rfern zu sammeln. In jedem Dorf werden 20 Haushalte besucht und mit Zustimmung der Eltern alle Kinder im Alter von 6 bis 16 Jahren in diesen Haushalten bewertet. Es werden auch Daten zu Schulkennzahlen von einer Grundschule gesammelt, die die meisten Kinder in jedem Gebiet besuchen. Auf diese Weise generiert Uwezo lokal relevante Daten durch Individuen und Organisationen in der Gemeinde, was zu einer lokalen Eigent\u00fcmerschaft und Engagement mit den Ergebnissen f\u00fchrt.<\/p>\n<p>Im Jahr 2017 f\u00fchrte Uwezo Tanzania die sechste Lernbewertung in 56 Bezirken des Festlands von Tansania durch. Die Bewertung wurde in 1.677 Aufz\u00e4hlungsgebieten durchgef\u00fchrt, die vom National Bureau of Statistics (NBS) ausgew\u00e4hlt wurden, und erreichte 25.532 Haushalte. Etwa 48.530 Kinder im Alter von 6 bis 16 Jahren wurden in Lese- und Rechenf\u00e4higkeiten bewertet.<\/p>\n<p>Das Kernziel der Uwezo-Bewertung bleibt die Erhebung unabh\u00e4ngiger Daten zu tats\u00e4chlichen Kompetenzniveaus in Lese- und Rechenf\u00e4higkeiten bei schulpflichtigen Kindern. Angesichts des schnellen Tempos von Politikreformen ist der Bedarf an rigorosen Daten, um die Auswirkungen von Bildungsprogrammen, -politik und -haushalten auf Lernergebnisse zu beobachten, insbesondere im Hinblick auf den erneuten globalen und nationalen Fokus auf die Qualit\u00e4t der Bildung, offensichtlich. Die Bewertung erfasst auch eine Reihe von Indikatoren f\u00fcr Lernumgebungen und Faktoren, die mit Lernergebnissen verbunden sein k\u00f6nnen, wie dem sozio\u00f6konomischen Status von Haushalten, dem Bildungsniveau der Eltern, der elterlichen Beteiligung an der Bildung ihrer Kinder und der Rate der Schulinspektionen zur Qualit\u00e4tssicherung.<\/p>\n<p>Die Ergebnisse dieses Jahres m\u00fcssen im Kontext der \u00c4nderungen interpretiert werden, die sich aus der Umsetzung der neuen Bildungs- und Ausbildungspolitik von Tansania von 2014 ergeben haben. Die Politik sieht vor, dass Kinder, die ab 2016 im ersten Jahr der Grundschule eingeschrieben sind, zehn Jahre kostenlose, obligatorische Grundbildung erhalten: sechs Jahre Grundschulbildung und vier Jahre Sekundarschulbildung. Die Politik beinhaltet auch den schrittweisen Rollout von einem Jahr obligatorischer Vorschule, die Senkung des Eintrittsalters in die Grundschulbildung von sieben auf sechs Jahre, die Verschiebung des Englischunterrichts von Klasse 1 auf Klasse 3 und die Umstellung auf einen intensiveren Fokus auf Kiswahili in den Klassen 1 und 2 durch die Vermittlung der 3Rs (Lesen, Schreiben und Rechnen).
